PHIL ADCOCK
DIGITAL BOARD CHAIR
As the Non-Executive Chair of Digital Isle of Man, Phil oversees the strategic direction and implementation of the agency’s vision to support sustainable economic growth and establish the Isle of Man as a centre of international excellence for the digital economy. He works closely with Government, industry, and academia to foster innovation, collaboration, and regulation across the diverse and dynamic digital ecosystem.
Additionally, Phil is a Chartered Fellow of the British Computer Society and a member of the Association for Computing Machinery and Internet Society. He also holds a Ph.D. in Computer Science.
LYLE WRAXALL
CHIEF EXECUTIVE
Lyle is the Chief Executive of Digital Isle of Man. He is a highly experienced management and technology consultant who has worked across the whole digital and fintech space. Most recently he was Head of the New York office for Pcubed – a significant international management consultancy practice with offices around the world.
Lyle has worked extensively with large private sector and public sector clients in London and America including RBS, Deutsche Bank, IMF, US Federal Reserve and UK Cabinet Office.
ANN CORLETT MHK
POLITICAL MEMBER FOR DIGITAL ISLE OF MAN
Ann is an experienced politician; her career in public service started in 2013 by becoming a member of the Douglas Borough Council, which culminated in her successful election in 2016. Since then, Ann has remained a member of the House of Keys after being re-elected in 2021.
Educated on the Isle of Man, Ann has worked in the Department of Education, Sport and Culture as well as the Department of Health and Social Care. As well as being a current member of the House of Keys, Ann currently holds five other posts, including being a Member of the Department for Enterprise.
Prior to entering politics, Ann ran a small, but successful, family catering business for over 30 years. While the catering business continues to run, Ann has since stepped back, describing the opportunity to represent the people of the Isle of Man as a MHK as a ‘real privilege and very much a full time job’!
JASON BISSELL
DIGITAL BOARD MEMBER
A recognised leader in the data and AI industry. With over 25 years of operational leadership experience working with Governments and industry to define data strategies to support business and AI use cases.
Prior to moving to the Isle of Man, Jason spent 12 years in Singapore as CEO/SVP founding and leading the GTM teams for market defining data and AI companies such as Databricks, Talend, Birst and QlikTech. Establishing and growing teams in Japan, China, Australia, India and across Southeast Asia gave Jason the opportunity to experience the transformational power of data and AI.
Prior to his time in Asia, Jason led the founding UK team for QlikTech and worked with the global team to pioneer the analytic data and application marketplace. Jason spent 7 years with Business Objects (SAP) leading OEM business and establishing the mid-market GTM.
As an investor Jason has a specific interest in the human relationship and interaction with data and AI and how cultural and human performance can be safely enhanced with these platforms based on AI safety first principles.
Jason now works with companies and governments to develop AI strategies to safely use data for social and economic good.
MIKE BROMWICH
DIGITAL BOARD MEMBER
As a technologist and entrepreneur, Mike has launched, operated and exited several innovative businesses over the course of his 30 year career. He was raised and educated on the Isle of Man, and following his degree in Information Engineering at the University of Lancaster, he returned to the Island to co-found Advanced Systems – subsequently to become Domicilium.
Mike is an expert in software and systems development, telecommunications and networking. He is a long-standing non-executive director and advisor for a number of technology businesses on the Island and overseas, and is CEO of Stacuity – a provider of software and platforms for telecoms and IoT.
Mike has broad technical expertise, proven commercial acumen, and far-reaching practical experience. He has a particular interest in supporting and advising entrepreneurs and start-up businesses to shape their technical propositions into sustainable and profitable commercial ventures.
DEB BYRON
DIGITAL BOARD MEMBER
Deb Byron is Director of IT for Hansard Global plc and has played a key role in implementing secure, robust systems and developing Hansard’s award-winning online systems. Having chaired the Chamber of Commerce Digital Committee for 16 years, Deb moved to join the Board of Chamber in 2020. She is also an IOM Institute of Directors Committee member, and an IOD-certified Director, with over 38 years of ICT experience.
In 2018, Deb joined a group of influential women who working in the tech sector to form Love Tech Isle of Man. Love Tech’s aim is to inspire and empower girls to explore opportunities in STEM on the Isle of Man.
Deb also joined the IOM Hospice Technology Board in 2018. The Board oversees a number of innovative digital solutions to reduce costs and make Hospice services more effective.
In 2019, Deb joined IOM Government’s Digital Oversight Committee which provides effective oversight of all Isle of Man Government digital programs and related processes.
SAM DORRER
DIGITAL BOARD MEMBER
Sam Dorrer is an Island-based entrepreneur focused on innovation and technology, having founded and led two companies that create value across multiple spheres and sectors. His current venture, Echo, empowers investors to collateralise capital on a DeFi lending protocol by tokenising traditional investments on the blockchain, enabling a seamless integration of crypto and fiat spaces for long-term wealth building.
Sam is also the founder and managing director of Flux Technology, a B2B engineering and software development company that develops cost-effective and innovative digital and intellectual property assets. With a strong background in research & development, business strategy, marketing, legal, and logistics, Sam excels at navigating complex challenges and delivering practical solutions.
STEVE DOUGLAS
DIGITAL BOARD MEMBER
Steve is Managing Director of Synapse360, a Cloud Managed Service Provider (MSP). After moving to the Island from North America and attending King Williams College, he studied at both Huddersfield and the Open Universities. Steve has a background of solving complex business challenges and providing enterprises with a competitive advantage through the strategic use of technology. For the last decade he has held board level roles providing leadership across technical, commercial and selling disciplines. Steve believes every person has at least one superpower they should discover and nurture in their careers, and says his are problem solving and communication.
GREG ELLISON
DIGITAL BOARD MEMBER
Greg is a seasoned senior executive with 25 years’ experience in the Financial Services sector in the UK and overseas. Greg is the founder of AI Strategy Ninja, an advisory and training business that helps organisations create competitive advantage using artificial intelligence.
Previously, Greg was CEO of Capital International Group and founded Capital International Bank, the island’s first ever digital corporate bank.
Earlier in his career, Greg was the Managing Director for Barclays Wealth and led over 1,000 staff across the Isle of Man, Jersey and Guernsey. He then spent five years with Boston Group as CEO, where he successfully spearheaded their development from a small trust company into a leading Multi-Family Office in the Isle of Man, Malta and United Arab Emirates.
Greg holds a Bachelor’s degree in Business Studies, an MBA from Henley Business School, is a Fellow and Chartered Director at the Institute of Directors and completed the Corporate Valuations course at the Said Business School. Recently, he completed the ‘AI: Implications in Business Strategy’ course at MIT. Greg has twice been recognised as one of the ‘Top 50 Most Influential’ in financial services by ePrivateClient.
LEE HILLS

Lee is an Isle of Man Gambling Supervision Commission approved director with more than 15 years’ experience in fiduciary services and gaming, specialising in licence approvals and banking solutions for egaming, blockchain and cryptocurrency businesses.
Lee founded SolutionsHub in 2016. SolutionsHub provides unparalleled expertise with registering and maintaining crypto and blockchain businesses under the Designated Business Act and Online Gambling Regulation Act winning more than 20 prestigious awards for work in the crypto and blockchain sector.
Highlights of Lee’s career include obtaining the world’s first blockchain gambling licence and advising the Isle of Man’s first hard-capped Initial Coin Offering.
Lee is a writer for The Capital and FX Street, as well as regular provider of thought leadership editorial for various leading publications.
GARY LAMB
DIGITAL BOARD MEMBER
Gary is Chief Executive Officer of the Manx Telecom Group, the leading telecommunications company on the Isle of Man. The Group includes subsidiaries Synapse, an IT and Managed Services provider, and OV which specialises in Internet of Things solutions to customers all around the world.
He is Non-Executive Chairman for Strix Group plc, the global leader in the design, manufacture and supply of kettle devices and water filtration systems, and Non-Executive Director of Bladon Micro Turbines, pioneers in the design and manufacture of micro gas turbine power generation.
A qualified accountant with 25 years’ business experience in leadership roles in public, private equity and founder/manager owned companies, Gary has successfully created, built, grown and sold businesses across a range of industries, primarily technology based.
Gary is also a Director and Trustee of Motiv8, a long-established Isle of Man charity providing support to individuals and families impacted by addictions.

Sinead O'Connor is the Head of Regulatory & Compliance Services at DQ Advocates. As an experienced compliance professional and regular speaker, she specialises in areas such as Data Protection, AML/CFT, Anti-Bribery, CRS/FATCA, Conduct of Business compliance, and licence applications.
With her extensive regulatory and compliance background, Sinead offers valuable contributions to the Digital Isle of Man Board through the perspective of what is acceptable to regulators, as well as compliance and data protection professionals within the industry.
BERND PETAK
DIGITAL BOARD MEMBER
Bernd Petak is an Isle of Man-based technology executive, investor and corporate director. He is a former software engineer, ex-strategy & operations consulting partner with Deloitte and multi-time company founder, CEO, COO and CFO. Bernd is investment partner and co-founder at Northmark Ventures, a micro-venture capital firm focused on advanced technology, software as a service and fintech businesses with strong product-market fit. Bernd also acts as managing director for Make IT Global, an Isle of Man technology advisory, engineering and operations firm focused on the UK and European markets.
Bernd currently serves as non-exec director and board chair for Intiveo.com as well as sitting as a non-exec director for Proskida.com. Bernd was past board chair for Beanworks, exited in 2021 to Quadient and acted as strategic advisor to Wealthbar, exited in 2019 to CI Financial.
MARK LEWIN*
CHIEF OFFICER, DEPARTMENT FOR ENTERPRISE
Mark first joined the Department in 2012 following an extensive career spanning over 25 years on and off the Island that included senior executive positions across a range of sectors including financial services, technology, hospitality, leisure and construction.
Mark has previously been the Managing Director for one of the Isle of Man’s largest banks, the head of operational strategy for a global wealth business, director of a significant pan-Island technology and change function and an independent consultant in both financial services and in technology based transformation and in his career has worked extensively in the Isle of Man, London and Channel Islands.
Mark has a breadth of experience in the Island’s key sectors, strong connections with industry and first-hand experience in implementing large scale strategies and prior to his current role Mark was the Executive Director for Government Technology Services within the Cabinet Office, the shared service for technology services and digital transformation within Isle of Man Government.
As interim Chief Executive of the Department for Enterprise, Mark instated a full strategic review of the existing structure, implementing a fundamentally different format and introducing Executive Agencies enabling them to leverage the private sector expertise and knowledge and create a partnership approach to product development, policy input, and promotion.
Mark is a Fellow of the Institute of Directors, a Chartered Member of the British Computer Society, and a Fellow of the Chartered Management Institute with significant executive and management training and experience.
